Assessment is the core of certification. However, certification is the domain of well-known, not emerging, bodies of knowledge. Scrum.org will use assessment and radar-based chart combined assessments to help people understand their knowledge of Scrum and how to use Scrum in their work. Applying Scrum is very situational, fluid, and emerging, so the assessments are expected to be dynamic. Scrum Alliance is a certifying organization, certified by the National Commission for Certifying Agencies to define and conform to tough certifying standards regarding Scrum. As such, it cannot engage in the actual training, coaching and emergence of techniques for using Scrum. Scrum Alliance will create community and stabilize the understanding of Scrum, while Scrum.org extends that understanding and helps others use Scrum. The standards, structure, assessment construction, use of psychometrics, and other overhead appropriate to certifying organizations are not needed by Scrum.org for its assessments. |
